Explanation of al-Fatwā al-Ḥamawiyyah al-Kubrā: part fourteen (14/17)

At minute 57:52, Shaykh al-Ghunaymān states that one who participates in legislating positive laws has the same ruling as one who adjudicates by them, and that this does not reach the major excommunicating kufr without istiḥlāl. He cites the Companions' narration on "kufr short of kufr."
