On the verse: “And whoever does not judge by what Allah has revealed — it is they who are the disbelievers”

Shaykh Ibn Bāz was asked about the ruling on one who does not consider positive-law adjudication permissible. He answered: "It is kufr short of kufr, wrongdoing short of wrongdoing, and sin short of sin; may Allah grant us well-being. He may do it out of desire, to stabilize his state, or for other reasons."
